Delon Hampton & Associates, Chartered a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and experienced Task Order Manager (TOM) with transit project experience.

DHA is actively seeking a motivated individual with management skills and experience with design and construction of federally funded major capital transit projects. The successful candidate should possess proficient technical skills required to make management and technical decisions. The multi-faceted position requires experience and capabilities in the following areas: project oversight, engineering and construction of major capital projects. The responsibilities of this position include, but are not limited to the following:


  • Manage the day-to-day project oversight activities related to a variety of major capital projects, such as light and heavy rail systems; signal, communication and traction power systems, and station and yard projects
  • Organize and manage task workloads within established budget and schedule guidelines
  • Report to the Program Director and be the primary point of contact to the client as well as the primary point of contact to the project sponsor being overseen


  • Minimum of 12 years of project experience with 6 of those 12 years involving project planning, project oversight, engineering and construction of major capital projects
  • Must have a Bachelor's of Science (BS) degree in engineering from an ABET Accredited Program or a Bachelor's of Architecture from an NAAB Accredited Program

Required Certifications

  • Licensed Professional Engineer or NAAB certification
  • Project Management Professional (PMP) or
  • Certified Construction Management (CCM) certification

Required Work Experience

Candidate must have experience in passenger rail or related transportation modes for the eight elements shown below:

  • Engineering Design Management
  • Project Planning Management
  • Construction Management
  • Public Outreach Management
  • Federal Grant Management Process
  • Regulatory and Compliance Experience
  • Project Oversight Services
  • FTA's New Starts Program

Working Conditions 

Work is performed within a general office environment 75% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Field work is required 25% where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
