Delon Hampton & Associates, Chartered, a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented Senior Program Manager.

Manage and supervise the consultant team. Control project schedules and the financial performance of the project using established Key Performance Indicators (KPI). Ensure compliance and review approval of contractor invoices. Candidate shall determine means of addressing water filtration issues and develop a plan of action to execute. Provide construction management oversight of the awarded contract(s). Coordinate, develop and manage the overall contract budget, schedule, risks, design reviews, drawings, life-cycle costs, specifications and risk mitigation strategies. Ensure timely processing of Requests for Information (RFI), potential change orders (PCO), transmittals and change orders. Manage and maintain file structures within Procore and update accordingly. Maintain familiarity with all documentation located in Procore. Lead and attend program meetings held weekly.


  • A minimum of a bachelor's degree in engineering, project management, construction management, business, or related field
  • A minimum of 20 years or equivalent of demonstrable experience managing large projects
  • Proven ability to manage complex budgets and schedules
  • Knowledge of working in a government environment
  • Ability to pass a government background check
  • Reliable transportation
  • Ability to successfully complete Railway Worker Protection (RWP) Certification class
  • Successfully complete the Occupational Safety and Health Administration (OSHA) confined space training.
  • Ability to travel out-of-state to conduct manufacturer inspections of facilities
  • Professional Engineer's (PE) license is preferred; however, will consider experience and certifications
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or Certified Scrum Master (CSM) certification is preferred.

Working Conditions 

Work is performed within a general office environment 90% of the time. Ability to work in confined spaces. Work is generally sedentary in nature, but may require occasional standing and walking. Field work is required 10% of the time where work may be conducted outside in one or more of the following conditions: heat or cold, wet or humid, and dry or arid. Must be able to work in confined spaces. Some lifting (up to 25 lbs.) may be required as needed. Work nights, weekends, and holidays as required.
