Senior Procurement/Contract Specialist

Delon Hampton & Associates, Chartered a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Senior Procurement Contract Specialist.


  • Develop delivery schedules for each solicitation package
  • Coordinate all of the procurement activities for the contract solicitations
  • Plan and organize all procurement preparation activities to ensure solicitation packages are created in a timely fashion and on a cost-effective basis
  • Develop scopes of work and/or statements of work and solicitation packages
  • Lead the development of complete, biddable solicitation packages
  • Develop statements of work, as well as organize and manage activities involved in the acquisition of equipment, materials, supplies, and/or services needed to support programs
  • Direct the work of the Consultant Technical Writers
  • Coordinate with the Project Managers and prepare responses to questions submitted by interested vendors or consultants during each solicitation package's Request for Proposal (RFP) window
  • Design solutions for problems that arise during each solicitation package development
  • Review the solicitation package documents for completeness, accuracy, clarity, and adherence to regulations and procedures
  • Provide updates on each project's milestone schedule to the Project Managers for the Consultant procurement team
  • Assist Project Managers in analyzing bid responses and compiling recommendations


  • A minimum of a Bachelor of Arts (BA) or Bachelor of Science (BS) degree, preferably in construction management, contract management, or a related field
  • A minimum of ten years of procurement/contract management work experience
  • Demonstrated knowledge of the general principles, components and requirements of developing procurement/solicitation packages
  • Experience managing procurement development for large-scale projects ($100 million+)
  • Experience managing small teams
  • Proficiency in Microsoft Office Suite
  • Ability to pass a government background check
  • Familiarity with the Brooks Act is preferred
  • Familiarity with the Buy America Act is preferred
  • Familiarity with Federal Transit Administration procurement regulations is preferred
  • Project Management certification is preferred; and
  • Rail Transit experience is preferred
