Delon Hampton & Associates is seeking a Safety Manager for WMATA's station platform reconstruction program (SPRP).

WMATA is planning a three-year capital project that will reconstruct the outdoor platforms at 20 Metrorail stations to address structural deficiencies. The Safety Manager will be accountable for the development, direction, administration, monitoring, and coordination of the Project Safety Plan (PSP) for the SPRP. This position requires an effective team leader who can mentor project team members and foster a working environment where project staff can work together cooperatively to deliver the project safely and with an exceptional degree of quality. The Safety Manager will assist in planning, developing, and controlling major safety aspects of construction and provide oversight over the various contractors' safety programs. This position is responsible for developing project-related safety concepts and recommending solutions to the project teams; investigating accidents and incidents; reviewing hazard analyses by staff; reviewing project safety plans; completing project safety reports and other tasks as assigned.


  • Continue to develop the PSP with representatives from WMATA’s Department of Safety and Environmental Management (SAFE).
  • Become familiar with the construction safety and security requirements of the program.
  • Establish key performance safety indices for all aspects of the SPRP.
  • Perform site safety and security reviews, including but not limited to construction equipment, personnel, work procedures, traffic control, etc.
  • Maintain and monitor the performance of the project against KPIs established for the PSP and provide weekly reports to the Project Manager (PM).
  • Work constructively with members of the project team to resolve project safety related issues. Provide recommendations to key staff members.
  • Provide counseling and intervention to correct observed hazardous, at-risk, or non-compliant work activities.
  • Review identified uncontrolled hazards or security vulnerabilities with contractor supervision, and establish an agreement regarding future compliant controls for identified hazards.
  • Attend or conduct project safety meetings with each discipline involved as needed to ensure effective project control.
  • When requested, respond to construction incident scene(s), and assist WMATA construction safety personnel with major incident investigations.
  • Prepare project-related correspondence to consultants, contractors, Metro officials, and other agencies.
  • Complete a daily work report, including photographs, that outlines the work completed for the day.
  • Perform other tasks assigned by the PM.


  • Must have a minimum of a Bachelor's degree in safety, environmental sciences, or related field - plus a minimum of 10 years of demonstrated experience in system safety and/or construction safety; or must have at least 12 years of demonstrable experience in same.
  • Current certification in First Aid and CPR.
  • Board Certified Safety Professional (CSP) designation.
  • Must be able to successfully complete WMATA's Railway Worker Protection (RWP) Certification class.
  • Requires working regular hours, occasional nights, which includes weekends and holidays. This position is “on-call” 24 hours a day, 7 days a week.
  • Must have knowledge of working in a government environment.
  • Must be able to pass a government background check.
  • Must have a valid driver’s license with reliable transportation.

Working Conditions 

Work is performed within a general office environment; however, field work may also be required. This work may take place in one or more of the following conditions: heat or cold, wet or humid, and dry or arid. Must be able to work in confined spaces. Some lifting (up to 25 lbs.) may be required as needed.
