Delon Hampton & Associates, Chartered a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Quality Manager.

Responsibilities

Candidate should be trained as a Lead Auditor in a Registrar Accreditation Board of the American Society for Quality (RABASQ) approved course on the requirements of ISO 9001. The Quality Manager will report to one or more levels of management above the contractor's project manager. Candidate will be responsible for the quality assurance and quality control for the project and should be fully familiar with Federal Transit Administration (FTA) quality requirements.

  • Arrange and conduct job site conferences with technical consultants, engineers, architects, and subcontractors to review project requirements and clarify or resolve any questions or problems before commencing work
  • Make inspection reports on the quality of materials and workmanship entering into the construction project
  • Perform inspections of building and facility projects to determine the quality of workmanship and materials used, such as foundations, building, electrical, plumbing, and mechanical systems that conform to the contract documents, applicable codes and state and federal requirements
  • Approve or reject construction materials based on conformance with specifications
  • Conduct audits of manufacturers, suppliers, installation contractors, systems integration and acceptance testing
  • Establish, implement, and maintain the Quality Management System
  • Serve as a liaison officer with client and the authorities on matters relating to the contractor's quality system
  • Be responsible for ensuring that the Quality Management System is effective in ensuring that the contract requirements are satisfied
  • Candidate will be responsible for the oversight of onsite and offsite testing by the contractor
  • Candidate may, if suitably qualified, be approved as the Safety and Security Certification Manager

Qualifications

  • A Bachelor's degree in engineering, quality, architecture or related field.
  • A minimum of 10 years of related experience in a design and construction environment, including 5 years in transportation projects, and a minimum of 5 years in management positions performing QA/QC auditing.
  • Experience with construction engineering, inspection and testing of large infrastructure projects, understanding of construction testing disciplines, such as welding, non-destructive testing, electrical systems design and testing, rail and rail systems design, tunnel construction, train control systems, including track work components and structures for transit systems
  • Registered Professional Engineer (PE) is desirable, but not required
  • Knowledge of ISO 9000 quality standards and its application to planning, design, and construction
  • Certification in general building construction, inspection, or code enforcement from the American Construction Inspector's Association, or other similar association, or regularly governmental organization
  • Successfully complete RWP certification class
  • Knowledge of working in a government environment
  • Pass a government background check
  • Ability to work in confined spaces
  • Possess reliable transportation
  • May be required to travel out-of-state to conduct manufacturer inspections of facilities and witness any factory acceptance testing as required by the Project Manager
