Delon Hampton & Associates, Chartered a minority-owned, professional consulting engineering services firm headquartered in Washington, DC, currently has an excellent opportunity for a talented and energetic, Construction Engineer.

Responsibilities:

  • Manage and ensure that construction of assigned work is completed in accordance with Authority approved plans and specifications through frequent site inspections; perform substantial completion and final inspections of completed work;
  • Ensure that systems are constructed within schedule and thoroughly coordinated with operational departments to ensure minimal impact on operations;
  • Maintain and monitor the performance of the project against the KPIs established for both the Project Work and the Project Quality Plan and provide reports to the management team as required;
  • Review plans and specifications for construction purposes; advise required client offices and consultants of required design changes, as applicable;
  • Review inspection procedures for conformance with established procedures. Review and recommend approval of requests for payment from contractors and others for work in place;
  • Support and assist the project Safety Manager and the project Quality Manager in the enforcement of safety and quality compliance;
  • Attend or conduct project coordination meetings and quality meetings with each discipline involved as needed to ensure effective project control;
  • Prepare project-related correspondence to consultants, contractors, Authority officials, and other agencies; prepares progress reports, issue reports, and recommendations to the project management team; and
  • Complete a daily work report that outlines the work completed for the day.

Qualifications: 

  • A minimum of a bachelor's degree in Engineering plus a minimum of five (5) years demonstrable experience in directing, managing, and administering communication related construction projects in an operational environment or must have at least graduated high school plus eight (8) years of demonstrable experience in same;
  • Knowledge of the laws, ordinances, and regulations governing construction activities within the signatory jurisdictions of the client's compact;
  • Knowledge of and practical experience in federal procurement regulations;
  • Ability to effectively participate in change order negotiations and claim determinations;
  • Must be able to work nights and weekends, including holidays;
  • Must be able to successfully complete clients Railway Worker Protection Certification (RWP) Class;
  • Must successfully obtain OSHA-10 Hour (Construction) Certification;
  • Must be able to pass a Government background check;
  • Must be able to work in confined spaces;
  • Must have reliable transportation and must possess a valid District of Columbia, Maryland, or Virginia motor vehicle operator's license; and
  • May be required to travel out-of-state to conduct manufacturer inspections of facilities and witness any factory acceptance testing as required by the client's Quality Manager or Task Manager.
