Background and Experience Required:

The Power Equipment Commissioning Authority Lead (CA Lead) shall be an effective team leader Client can call upon to work cooperatively to deliver projects on-time and on-budget, ensuring quality standards are met and the program is implemented in conformance with Client’s commissioning requirements and guidelines, and be in accordance with Client’s Quality Management and Safety and Security Plans and Procedures. The CA Lead shall be dedicated to the project and will be the primary point of contact to the CA Team.


  • Ability  to produce communications quickly, efficiently, and to a high standard;
  • Proven ability to manage complex budgets and schedules;
  • Demonstrable ability to supervise and evaluate subordinate staff;
  • Ability to independently organize and carry out assignments with minimum direction as well as the ability to function effectively as a leader of highly professional personnel;
  • Ability to communicate professionally and effectively at all levels of the organization, both orally and in writing;
  • Ability to establish and maintain effective working relationships with individuals and organizations with whom interface is required;
  • Must be able to successfully complete Railway Worker Protection Certification (RWP) Class ;
  • Proficiency in Microsoft Office (entire suite);
  • Must have knowledge of working in a government environment;
  • Experience  conducting LEED commissioning  activities  leading  to  Silver  or  higher certification for a facility is preferred; and,
  • Familiarity with project management software system (PROCORE) is desirable.


  • Must be a LEED Accredited Professional (AP);
  • Minimum of 15 years’ experience managing and leading cross-functional teams in bus, rail, or vertical projects;
  • A minimum of 15 years or equivalent of demonstrable experience managing large projects (Construction background preferred);
  • Experience managing and leading large-scale projects, preferably in a transit environment;
  • Knowledge of LEED practices and most up-to-date LEED certification requirements and guidelines;
  • Experience with building and managing a detailed program schedule and budgets;
  • Must be able to pass a government background check;
  • Must have reliable transportation;
  • A valid driver’s license;
  • A  bachelor’s degree in  architecture, engineering, project management, construction management, or related field is preferred;
  • Certification as a PMP, CAPM, or CCM is preferred. Client may consider other certifications with additional relevant experience;
