Program and Construction Management Services

James is DHA’s Vice President of Program and Construction Management Services. He oversees DHA’s PMCM services, leading PMCM pursuits, developing PMCM strategies with business development, and manages teams on various contracts.

James has over 24 years of diverse experience in civil design and program and construction management of major site and infrastructure improvements. His expertise includes site/stormwater/utility design, program management and client relations. He has successfully led multi-year design and construction projects.

James serves as the Design Quality Manager for the DC Power Lines Underground Program (DC PLUG) $500 million DC Department of Transportation (DDOT) Program Management Contract. The Program goals are to design and install primary electrical infrastructure underground to improve reliability within Pepco’s electrical Grid in the District of Columbia.

James has worked with local, federal government agencies, and private developers for many years. He is well versed in the District Department of Transportation (DDOT) Standard Specifications for Highways and Structures, Maryland State Highway Administration (SHA) Standard Specifications for Construction and Materials, DC Water Project Design Manuals, and other Washington Metropolitan area agencies.
